Sneaky localization (Search Engine Optimization - SEO)

I was doing a search for business cards in my area and searched the term Sarasota Business Cards. High up on the first page, I pulled the site: http:// www. tampa color print .com/. There's nothing there but an "under contstruction" sign. Before exiting it occurs to me, "how is the site ranked so high when there is nothing on it?" So I look at the codes and find

The cities go on and on. OK SEO guys...what do you think of this tecnhique? Effective or dangerous?

That is definately "NOT" a good idea!

Also, you might consider sending a "SPAM Report " to Google. I know I did.

Here's another SEO question for you...will spiders read marquis where the text is being pulled from a table using javascript. When I am on my homepage and right-click to view source, (see below) I see it shows all the messages in the table:
