CAN-SPAM Act of 2003
The CAN-SPAM Act of 2003 (Public Law No. 108-187, was S.877 of the 108th Congress), signed into law by President Bush on December 16, 2003, establishes the United States' first national standards for the sending of commercial e-mail and requires the Federal Trade Commission (FTC) to enforce its provisions. -Jeff Blackwell
As someone who markets on the internet, I find the provisions of this act helpful in regulating the practice, and bringing some credibility to legitimate internet marketing efforts.
While the act seeks to limit unsolicited and generally inappropriate email communications it, correctly, does little to limit the legitimate use of email to market to people who choose to receive the marketing. -thesalesgiant

Not that I would ever advocate spam. But the CAN-SPAM act does NOT prevent or outlaw companies from sending spam. It is legal to buy an email list, import it and send to it. But there are several rules that you must comply with.
