I'm not familiar with Delaware but I every State that I've ever incorporated required a "Registered Agent."

Ok, so if you were not located in Delaware, typically you'd need to do this through some agency, right?

The "registered agent" serves as a contact point within the State. I'm sure there are companies that provide "registered agent" services in addition to helping you set up a corporation but they are not one in the same.
For "Registered Agent" services you might check out NRAI.
