Public Relations vs. Publicity

What is the difference between "Public Relations" and "Publicity?"

If you think of Public Relations as a "campaign of influencing public opinion about a company/product/person, etc." then Publicity, along with Advertising, is a resource to help reach that campaigns desired outcome.

I like to think of "Public Relations" as "Image Control."

Public Relations determines what Publicity or Advertising I will choose to use.

Does everyone do their own public relations or do you or your company have someone else do it for you?

Personally, I would not turn something like that over to someone else.
